Milestone Inspections & Building Recertification in
Broward County
Broward County runs one inspection process, not two. The Building Safety Inspection Program covers structural and electrical systems, and completing it satisfies the state milestone inspection requirement under §553.899. Fortis BuildSafe Solutions performs that inspection for condominium associations, cooperatives, HOA boards and property managers across Broward, alongside Structural Integrity Reserve Study work, forensic investigations, condition surveys and building restoration oversight. Reports are prepared under the responsible charge of a Florida-licensed professional engineer and sealed when required.

Milestone Inspections
The milestone inspection under is a state requirement enforced by the local building department. In Broward County it is administered through the Building Safety Inspection Program: buildings three habitable stories or more reach the trigger at 25 years from the Certificate of Occupancy (adopted countywide under §553.899(3)(b)), then every 10 years. Completing the county recertification satisfies the milestone requirement here — one inspection process covering structural and electrical systems. There is no pass or fail; where substantial structural deterioration is found, a Phase 2 inspection follows within 180 days of the Phase 1 report. See the jurisdiction-by-jurisdiction deadline record. Fort Lauderdale owners and associations can also review the Fort Lauderdale forensic engineering page and the Pompano Beach forensic engineering page. Coral Springs boards can review the Coral Springs forensic engineering page.
SIRS (Structural Integrity Reserve Study)
The SIRS is the requirement Broward boards most often assume is covered, and it is not. Completing the county recertification satisfies the milestone inspection — it does nothing for the SIRS. Florida is a separate obligation with a separate clock: it runs from the condominium’s creation under §718.112(2)(g)1., not from the Certificate of Occupancy, so a building that just cleared its recertification can still be behind on its reserve study. HB 913 (Ch. 2025-175, effective July 1, 2025) moved the one-time initial deadline to December 31, 2025. See the SIRS Florida — Structural Integrity Reserve Study service page.
Building Recertification
Broward County requires recertification at 25 years from the Certificate of Occupancy and every 10 years after. In Broward this program is also how the state milestone inspection requirement is administered and satisfied. The program — formerly known as the 40-year recertification — requires a structural and electrical inspection at each cycle. Fortis performs the structural and electrical inspection and delivers the sealed structural and electrical recertification report; filing the report with the county building department is the association’s responsibility.
Scope
Our Services In Broward County
Milestone Inspections
Phase 1 and Phase 2 milestone inspections under Florida law, keyed to your Certificate of Occupancy date.
Structural Integrity Reserve Study
Statutory study under F.S. §718.112(2)(g) for condominium and cooperative buildings three stories and up: a visual inspection of the structural, roof, waterproofing and electrical components and a funding schedule for their remaining useful life. Separate from a general reserve study.
Building Recertification
County-mandated recertification of structural and electrical safety. Miami-Dade: 30 years from the Certificate of Occupancy generally, 25 for qualifying coastal condominiums and cooperatives. Broward: 25 years countywide. Every 10 years thereafter, prepared and filed to the current county ordinance.
Pre-Recertification Inspections
A voluntary walk well before the county filing. Planning and foresight can potentially save repair costs and mitigate large outlays by defining the likely scope and budget in advance.
Building Condition Surveys
Documented structural assessment and evaluation for capital planning, acquisitions, insurance and lender requirements.
Forensic Investigations
Structural assessment and evaluation of cracking, concrete spalling, leaks, corrosion and settlement.
Seawall Inspections
Assessment of seawalls, caps, tie-backs, docks and bulkheads on residential and commercial South Florida waterfront properties.
Building Restoration Oversight
Investigation of existing deterioration, repair recommendations and documentation, bid support, and engineering oversight through project close-out.
Owner's Representation
Fortis sits on the owner’s side of the table: bid review, contractor oversight, pay-application review and close-out.
Structural Engineering
Structural assessment, evaluation and structural repair engineering for existing buildings.
Special Inspections
Inspections performed at specific stages during construction that certify work quality to the building department.
Turnover Services
Engineering inspections and evaluation performed during the statutory turnover process under §718.301, Florida Statutes, at developer-to-association handover.
Scoping
How Fortis Scopes A Broward County Property
Every building on the property is scoped separately against the requirement that applies to it, so a multi-building Broward County association is not billed or filed as one structure.
