Milestone Inspections & SIRS in
Palm Beach County

Palm Beach County has no countywide recertification ordinance, so there is no single answer to when a building here is due. Each incorporated city is its own Local Enforcement Agency, and the trigger turns on which city holds jurisdiction over your parcel. Fortis BuildSafe Solutions establishes that first, then performs the milestone inspection under §553.899 and the Structural Integrity Reserve Study under §718.112, along with forensic investigations, condition surveys and building restoration oversight. Because the governing authority differs from one municipality to the next, Fortis names the enforcing agency in writing alongside the sealed report, so a board knows exactly who it is filing with.

Ledger for Palm Beach County: no countywide rule, 30-year statewide default with each city its own local enforcement agency, 25 years where Boynton Beach, Highland Beach and coastal Boca Raton adopted it, with SIRS as a separate requirement.

Palm Beach County Building Compliance Requirements

01.

Milestone Inspections

For Florida condominium and cooperative buildings three habitable stories or more in height, the statewide trigger is 30 years from the Certificate of Occupancy, then every 10 years after. Twenty-five years applies only where the Local Enforcement Agency affirmatively adopted it under §553.899(3)(b); SB 154 (Ch. 2023-203) repealed the earlier automatic coastal trigger. Palm Beach County has no countywide adoption, so the 30-year default governs unless the city holding jurisdiction over your building adopted 25 years. 3 have: Boynton Beach (citywide, Adopted 14 November 2022), Highland Beach (citywide, Ordinance 2022-008) and Boca Raton (part of the city, Ordinance 5589). Every other jurisdiction in the county remains on the 30-year default. See and the jurisdiction-by-jurisdiction deadline record. Fortis confirms which trigger applies to your specific building before any fieldwork is scheduled.

02.

SIRS (Structural Integrity Reserve Study)

The SIRS is the one requirement in Palm Beach County that does not depend on your city. Florida applies identically everywhere, and it runs from the condominium’s creation under §718.112(2)(g)1. rather than the building’s age — so while the milestone trigger here varies by jurisdiction, the reserve-study obligation does not. HB 913 (Ch. 2025-175, effective July 1, 2025) set the one-time initial deadline at December 31, 2025. See the SIRS Florida — Structural Integrity Reserve Study service page. Boca Raton associations can review the Boca Raton forensic engineering page for that city’s own milestone ordinance.

03.

Building Recertification

Palm Beach County has not adopted a county-wide, age-triggered building recertification ordinance like Broward’s or Miami-Dade’s. Based on our review of Palm Beach County’s building division practices, coverage for non-adopting jurisdictions runs through the statewide milestone inspection law above and a complaint-driven unsafe-structures process, not a scheduled recertification program. Some municipalities within the county may set their own local requirements. Fortis confirms exactly which requirement applies to your specific building and files documentation to whichever county or municipal authority governs it.

Scope

Our Services In Palm Beach County

Milestone Inspections

Phase 1 and Phase 2 milestone inspections under Florida law, keyed to your Certificate of Occupancy date.

Structural Integrity Reserve Study

Statutory study under F.S. §718.112(2)(g) for condominium and cooperative buildings three stories and up: a visual inspection of the structural, roof, waterproofing and electrical components and a funding schedule for their remaining useful life. Separate from a general reserve study.

Building Recertification

County-mandated recertification of structural and electrical safety. Miami-Dade: 30 years from the Certificate of Occupancy generally, 25 for qualifying coastal condominiums and cooperatives. Broward: 25 years countywide. Every 10 years thereafter, prepared and filed to the current county ordinance.

Pre-Recertification Inspections

A voluntary walk well before the county filing. Planning and foresight can potentially save repair costs and mitigate large outlays by defining the likely scope and budget in advance.

Building Condition Surveys

Documented structural assessment and evaluation for capital planning, acquisitions, insurance and lender requirements.

Forensic Investigations

Structural assessment and evaluation of cracking, concrete spalling, leaks, corrosion and settlement.

Seawall Inspections

Assessment of seawalls, caps, tie-backs, docks and bulkheads on residential and commercial South Florida waterfront properties.

Building Restoration Oversight

Investigation of existing deterioration, repair recommendations and documentation, bid support, and engineering oversight through project close-out.

Owner's Representation

Fortis sits on the owner’s side of the table: bid review, contractor oversight, pay-application review and close-out.

Structural Engineering

Structural assessment, evaluation and structural repair engineering for existing buildings.

Special Inspections

Inspections performed at specific stages during construction that certify work quality to the building department.

Turnover Services

Engineering inspections and evaluation performed during the statutory turnover process under §718.301, Florida Statutes, at developer-to-association handover.

Scoping

How Fortis Scopes A Palm Beach County Property

Every building on the property is scoped separately against the requirement that applies to it, so a multi-building Palm Beach County association is not billed or filed as one structure.
